DEFINITION
TARIFF OF PORT CHARGES OF BANGKOK PORT
PORT AUTHORITY OF THAILAND
1996 (REVISED VERSION)


1. "Officer" means Port Authority of Thailand officer.
2. "Day" means period of time starting from 08.01 a.m. until 08.00 a.m. of the following day unless otherwise specified.
3. "Month" means calendar onth starting from the 1st day of the month until the end of each month.
4. "Fiscal Year" means the period of time starting from 1st October of a year until 30th September of the following year. The fiscal year shall be named after such following B.E.year.
5. "Vessel" means cargo vessel or other sea going vessel unless otherwise specified.
6. "GRT" (Gross Registered Tonnage) means gross registered tonnage of vessel or barge which has been registered at the original port of registration.
7. "Tonne" means revenue tonne equal to weight in metric tonne or the volume in cubic meter whichever is greater,will be used for calculating the port charges. One cubic meter is equal to one metric tonne by standard basis.
8. "Bangkok Port Area" means the area of the Port Authority of Thailand as specified in the"Royal Decree defining the Port Authority of Thailand jurisdiction area at Bangkok Port, B.E.2499".
9. "Bangkok Port Berth" means any berthing places within the Bangkok Port area under supervision and maintenance of the Port Authority of Thailand as follows:-
 
  • "Berth" means berthing place of Bangkok Port consisting of :-

    A) "Container Vessel Wharf"means berths at East Quay and Berth No.22A.
    B) "Conventional Vessel Wharf"means berths at West Quay except Berth No.22 A.

  • "Dolphin" means dolphins at Klongtoey and Bang Hua Sua.
  • "Buoy" means buoys at Sathupradit.
  • "Anchorage" means anchorage at Bang Pla Kod and Tai Ban or other authorized ar
10. "Authorized Private Wharf" means private or State Enterprise wharf which is in the Bangkok Port area and is authorized to operate as the public wharf.
11. "Private Wharf" means other private wharf which is in the Bangkok Port area in addition to the authorized private wharf.
12. "Customs Area" means specified Customs area at Bangkok Port.
13. "Consignee or Consignor" means owner of import or export cargo or other person who is in possession or responsible for that cargo for any period of time since receiving from or delivering to shipowner or its agent.
14. "Storage Area" means area for storing cargo both inside and outside transit shed or warehouse within Customs area.
15. "Valuable Cargo" means any cargo which has a value of more than 25,000.- Baht per package, per piece, per one cubic meter or per 250 kilograms and of which the owner requires the Port Authority of Thailand to be liable for the value of that cargo by notifyin the Port Authority of Thailand in writing before discharging.
16. "Dangerous Cargo" means chemical cargo classified by the International Maritime Organization (IMO).
17. "FCL" (Full Container Load) means loaded container which there is no stuffing or unstuffing in the Customs area.
18. "LCL" (Less than Container Load) means container which there is stuffing or unstuffing in the Customs area.
19. "Oversized Container" (Overheight / Overwidth / Overlength Container) means any container which is loaded over the limits of its size.
20. "Through Cargo or Shifting Container" means cargo or container that has origin and destination at other port in foreign country and has been discharged onto the wharf or barge at the berth and loaded back to the same vessel for transportation to the destination port. During that operation such cargo or container shall not be used for any purpose other than temporary storage on the terminal. Through cargo also includes the vessel's equipment.
21. "Transhipment Cargo or Transhipment Container" means cargo or container that has the same operation as through cargo or shifting container but it is loaded back to another vessel.
22. "In - Transit Cargo" means general cargo or container cargo that has origin and destination outside the Kingdom of Thailand and has been discharged on to the terminal for delivery to foreign country which has a treaty or special agreement with Thailand or stored in the transit warehouse for delivery to such country.
23. In calculation for the port charges, service charges and other fees that are charged per day or per hour, fraction of a day or an hour will be taken as one day or one hour respectively. It is further provided that in calculation for the minimum charges, fraction of a tonne which is less than half a tonne will be taken as half tonne and exceeding half tonne will be taken as one tonne except otherwise specified.
